If anywhere, I'd say the best bet for getting that high of a pH would be in the small intestine. Check out that link below, it might give you a better understanding.

Most likely the small intestine, as the pancreas secretes sodium bicarbonate (basic) into the duodenum to neutralize the incoming stomach acid.
